Blur and pixelation leave a trace of the original behind, and text has been recovered from both before. For anything that actually matters, a token or an address, use the solid bar: it is the only one that replaces the pixels.

Is the screenshot uploaded?
No. Redacting and framing happen on your own machine, which matters most for exactly the kind of picture this tool is for.
Can a blacked-out area be recovered?
No. The exported image is drawn fresh with the covered pixels painted over, so there is no hidden layer underneath to lift off.
