An encoder takes a quality and answers with a size, never the other way round. So the page tries a quality, looks at the result and halves what is left to search, about nine times per image. Each row says which quality it settled on.
A large photo pushed towards a small target runs out of quality before it runs out of pixels. Below 30% the search stops lowering quality and starts shrinking the picture instead, which looks better at the same size. A row that still could not get there says so rather than pretending.
